Phil Mickelson found out that a quick decision can be costly. During a Torry Pines tournament in California, Phil hit his tee shot way left into some deep bush and trees. He said, "I'll play a provisional ball." He hit that one straight down the middle. Walking towards his first ball, he decided that he didn't want to look for his first ball. But there was a big gallery, and someone found it. Phil was not happy. But if Phil said, "I'm going to play ANOTHER ball." the first one is legally out of play. By finding the first ball (which was unplayable), Phil had to walk back to the tee and play 3 with the uncertainty of whether he would hit this one down the middle. A quick decision without thinking it through might have cost Phil the tournament!
If you know the outcome.
If you know the outcome of your shot, and you are pretty sure the ball will be unplayable, and you know the 2 other options of 2 club lengths or go back as far as you like are not options, then definitely declare that you will play "another ball."
