There are a couple of things to consider when deciding that you need a high soft shot over a bunker.  The first one is a lie.  If the ball is sitting up, you must be careful that the club does not slide right under the ball, and you drop it in the bunker.  To make sure that does not happen, hover the club at the same level as the ball.  You even want to hit a slightly downward shot to make sure that there is solid contact.  

The second thing to take into consideration is club selection.  I suggest you use the lob wedge.  If the ball is sitting up, do not open the clubface.  Keep the clubface square.  The 60 degrees of loft will do the rest.  If the ball sits down in the grass, then open the clubface, but hit slightly down on the ball to ensure clean contact and a high trajectory.
