Knowing the difference will save you shots on the golf course this season!  The rule differs depending on whether you are on or off the putting surface.

A loose impediment in golf is anything that blocks the way to a hole that is not a built-in feature of the course.  And can include anything from twigs and leaves to trash like tin cans or burger wrappers.  And according to the USGA's Rule 23, players may take relief from these impositions without incurring a penalty.

I can also repair a pitch mark made by a golf ball on the green, even if it in my line of play. I cannot repair a spike mark on the green if it is in my line of play. Although I can repair the spike mark after I have put it, golfers behind me don't suffer the same fate.  Make it a habit to repair pitch marks on the green at all times!

Loose Impediment off the putting surface.

Sand in my line of play, off the putting surface, is not a loose impediment.  I cannot brush that away.  A leaf or a twig is still a loose impediment, and I may remove it as long as I do not move my ball in the process.  Like candy wrappers, soda cans, and the like, unnatural things are also loose impediments and may be removed both on and off the putting surface.
