When you hit the cart, what is the procedure - Rules & Etiquette #76.

According to Rule 19-1, if you hit the cart while your opponent is sitting in it and you are playing medal play, there is no penalty.  The player has the option of playing the ball as it lies or replaying the shot.  However, if you are playing match play, there is no penalty, but you don't have option #2.  You would have to play it as it lies. 

If there is no one in the cart, you receive a penalty of one shot in stroke play because you hit your own equipment.  If you are playing match play, there is no penalty, and you would play the ball as it lies.

So, to clarify all of this.  According to the rules, if there is a person in the cart when the ball strikes, the equipment in and on the cart, including the cart itself, is thought to be the person's equipment.  If there is nobody in the cart, then all the equipment in and on the cart, including the cart itself, is thought to be the person's equipment striking the ball.

Knowing the rules is a huge asset to your game.  Always carry the latest Rule Book from the USGA in your golf bag.  That way, you have access to the rules at all times.  There is also a rules app you can keep on your iPhone if you prefer that.
