There are a couple of things to take into consideration when deciding that you need a high soft shot over a bunker.  The first one is lie.  If the ball is sitting up, you have to be careful that the club does not slide right under the ball and you drop it in the bunker.  To make sure that does not happen, hover the club at the same level as the ball.  You even want to hit a slightly downward shot, to make sure that there is solid contact.  

The second thing to take into consideration is club selection.  I suggest you use the lob wedge.  If the ball is sitting up, do not open the clubface.  Keep the clubface square.  The 60 degrees of loft will do the rest.  If the ball sits down in the grass, then open the clubface, but hit slightly down on the ball to make sure of clean contact and a high trajectory.
